Description

The Marine Coordinator works with the other terminal managers to achieve safe, reliable and efficient marine operations at the liquefied natural gas (LNG) facility.
Â

KNOWLEDGE:

Understanding of all facets of LNG (or other cryogenic hydrocarbon liquids) transportation, storage and processing. A high level of safety, environmental awareness and knowledge of applicable Coast Guard and marine design regulations, including LNG is required.
In depth knowledge of design, operation, and maintenance of equipment and systems within a Oil and Gas, LNG or petrochemical marine facility is required.

RESPONSIBLITIES AND ESSENTIAL DUTIES:
Â

1.Conducts marine operations supporting a 24/7 LNG Plant Terminal environment where compliance to policy, procedures and dedication is essential.
Â
2.Monitors controls and standards to ensure safe LNG marine operations and adherence to approved policies, procedures, government regulations and shipping protocols.
Â
3.Promotes safety and environmental compliance at all times by ensuring that all safety and environmental policies and procedures are developed and enforced.

4.Conducts dock operations including:
Â

  • Ship berthing and line handling.
  • Gangway deployment.
  • Connecting and disconnecting LNG unloading arms.
  • Pre and Post Discharge Meetings.

5.Oversees and reports on contract tug operations.
Â
6.Conducts basin maintenance and dredging oversite activities.
Â
7.Works with the HSSE Manager on Coast Guard-related issues.
Â
8.Communicates and interacts with all the plant departments, plus consults with external resources to resolve plant problems and improve plant reliability and safety.
Â
9.Communicates with and coordinates company activities with federal, state and local agencies and outside organizations such as the United States Coast Guard, Department of Transportation, Federal Energy Regulatory Commission and local law enforcement.

10.Maintains the facility recognizing the environmental consequences of actions taken and strive for the lowest reasonable environmental impacts.

11.Conducts the day to day operations within expense and capital budgets.

12.Assist in preparing and maintaining LNG Marine Operating Manuals.
Â
13.Develops programs in both individual and group formats. Provides leadership and good judgment during recruitment and training of Marine staff for a development of a well rounded team of professionals suited to working in a 24/7 team environment.

14.Assists with personnel policies and guidelines in accordance with regulations and company guidelines.

15.Coordinates with Human Resources on all staffing-related activities including recruiting, interviewing, selection, hiring, discipline, development, training, promotions, salary changes, leaves and terminations.

16.Additional responsibilities include:
a.Personnel management and development
b.Budget management and development
c.Contract development and management – dredging, line handling, etc.
d.Coordination with Commercial Operations
e.Close coordination with Production Planning on shipping schedules
f.    Close coordination with other departments to ensure Marine Terminal is available, reliable and safe.
g.Emergency Management

QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS):
  1. Education and Certifications:  Bachelor or Associate degree in engineering or relevant technical discipline or equivalent work experience.
  2. Experience: At least fifteen (5-10) years working in a port engineering and management of marine shipping and/or tugboat activities, with progressive is required. Experience with LNG is preferred however crude oil or petrochemical terminal management is acceptable.

3.Skills: 
a.Strong leadership and administrative abilities are required.
b.An acute sensitivity to HSSE issues in a hazardous environment.
c.Exceptional written, verbal and interpersonal communication skills. Ability to communicate effectively at all levels of an organization and with individuals and groups from different disciplines, industries and governmental agencies.
d.Organized and able to manage multiple activities and programs timely and with a high degree of accuracy.
e.Exceptional problem solving and analytical skills.
f.Accomplished public speaker, able to create and deliver industry-specific presentations.
g.Advance level Computer skills, including Microsoft Office Suite including Word, Excel, Access and PowerPoint.
