广州：广州计划成立自己的远洋船队，广州港，广州省航运集团和广州航运发展将带头出资并成立广州远洋集装箱航运公司。

广州政府意欲发展当地的集装箱运输业务，并将鼓励领先的航运公司，中海和中远在广州拓展业务。

广州希望通过成立自己的船队降低航运成本，并开发新的国际航线，并向当地货主提供费率优惠。

广州计划在2017年实现5.5亿吨的货物吞吐量和2000万标箱集装箱吞吐量，并计划开通20条新的国际航线。
