Direct Search Asia is working exclusively with an EPCIC company on the look-out for a Chief Operating Officer (COO) to be based at their office in Kuala Lumpur. This is a leadership role, with huge responsibility to drive operational efficiency and profitability. Due to the confidentiality of this search, we will only be reaching out to shortlisted candidates for this position.

Job Responsibilities and Requirement

Strategize, drive and control the company’s Heavy Engineering Operations deliverables to build and enhance it’s EPCIC capabilities by:

  • Optimizing resource utilization
  • Exercise strict cost control
  • Meet industry standards and customer satisfaction
  • Achieve maximum profit to sustain the company’s position in the oil & gas industry

Reporting structure:

  • 5 Direct Reports and more than 300 indirect reports

Operational Business Strategies

  • Forecast, strategize and enhance current and future requirements to ensure the availability of right technical capabilities and adequate operational facilities.
  • Engage with the commercial division to formulate right strategy for business partnership and successful bids

Operational Excellence

  • Strategize, direct and manage operations and support units to ensure operational excellence to meet operational revenue targets
  • Synergize operational activities and ensure optimum utilization of resources and projects are conducted within budget, on schedule, in compliance with relevant safety and quality standards

Operational Improvement Initiatives

  • Create, develop and improve operational initiatives in policies and procedures, system and processes, infrastructure, adopting industry best practices, competencies and capabilities to drive service improvements and productivity.
  • Set KPIs to the production departments to ensure set objectives are met

Cost Control

  • Exercise prudent control in the operational activities to ensure cost-effective expenditure in delivering quality products and services within budget
  • Continuous review of processes to reduce wastage

Performance Review

  • Review operations performance reports and recommend corrective measures to rectify shot-comings (project delays, costs overrun, NCR, LTI…) for management’s information and decision-making process

Customer Relationship Management (CRM)

  • Develop and maintain business relationship with authorities, customers, partners and associates (Shipyard, Fabricators, Designers, Vendors and Service Providers) to facilitate value-added business alliances and the company’s image building


  • Lead implementation of all QHSE initiatives at operations to all its departments and among its staff and workers to enhance good QHSE work culture and practices

Qualifications, Experience & Skills/Competencies

  • Degree in Engineering Discipline
  • At least 20 years of experience in Oil & Gas heavy engineering construction activities with at least 8 years in senior managerial position
