The client, a renowned organization that own and operate a fleet of FPSO & FSO is on the lookout for a Lead Cost Engineer to join their operations team in Kuala Lumpur, Malaysia. 

Responsibilities:

  • Reporting to the Project Manager / Project Control Manager, the main functions of the role will be to understand all relevant documentation pertaining to the project including scope of services, conditions of contract, project execution plan, project schedule etc
  • Work within standard project cost engineering procedures. Ensure that these procedures comply with contractual reporting requirements and, if not, modifying accordingly
  • Prepare activity plans to accomplish all work required by the procedures and to ensure sufficient manpower availability
  • Write job descriptions for Cost Engineers assigned to the project
  • Direct and control the work of all Cost Engineers assigned to the project
  • Assist the Chief Cost Engineer with appraisals of Cost Engineers assigned to the project
  • Liaise with Client Project Control personnel as necessary
  • Prepare manhour, material quantity and cost budgets from the cost estimate, and update them on approval of contract changes and budget transfers
  • Disseminate budget information to all operating groups, providing clarification and additional information where necessary and ascertaining commitment to budgets as the cost target
  • Generally instilling cost awareness in the project in the project organization such that capital costs are controlled and changes to work scopes are identified and quantified
  • Obtain from operating groups, the latest information pertinent to cost analysis and ensuring its accuracy and completeness.
  • Attending meetings concerning cost matters
  • Maintain a comprehensive material and construction quantity control and reporting system to include the current status of budget, material take off and forecast quantities
  • Liaise with Project Planning Engineer on analysis of project status
  • Identify and analysing deviations and trends against the budgets. Investigating such deviations with the relevant group and advising Project Manager of issues requiring corrective action
  • Establish and maintaining all cost recording documentation, providing comprehensive cost analysis and preparing forecasts of final project costs
  • Review overall project status and forecasts with Project Manager each month
  • Prepare monthly cost Reports with supporting narratives
  • Prepare and issue Cost Action Reports to Project Manager
  • Prepare monthly Contract Profit Reserve Forecast and associated back up for review with both Project Manager and Chief Cost Engineer
  • Prepare monthly manhour backlog report for review with both Project Manager and Chief Cost Engineer
  • Ensure reconciliation on a quarterly basis between project cost reports and Accounting Department cost and billing information
  • Prepare final project statistics and advice on effectiveness of procedures and systems for possible developments on future projects

Requirements:

  • Any relevant Degree
  • 8 years of relevant experience
  • Must have experience working in the Marine & Offshore industry
