Description

Principle Accountabilities:

  • Lead a team of Estimators and assist the principle estimator
  • Provide Tendering and Estimating direction and supervision for robust schedule / cost baseline development for award winning bids.
  • Advice on the application and implementation of effective tendering and estimating strategy and techniques (benchmarks and metrics)
  • Support governance, formats, plan optimization and tendering and estimating best practices
  • Support and advise on the definition of tendering and estimating policies, procedures and the standards required to award winning bids
  • Lead the development of historical cost data bases by assisting with the implementation, collection, data storage and publication of project metrics
  • Develop bench marks and standard rates for each aspect and project phase
  • Monitor and Control tendering and estimating compliance in respect of bid obligations

Principle Responsibilities:

  • Maintain positive working relationships with key stake holders and project team members
  • Work closely with the Principle Estimator and Project Controls Manager, Contracts Manager, Subcontracts & Procurement Manager to maximize project potential
  • Ensure Tendering and Estimating processes are consistently applied during the bidding phases
  • Identify gaps and risk areas in cost estimates through commercial risk management and assessments
  • Review compiled and analysed data on all factors that influence costs, such as materials, direct and indirect labor, location and duration during the life cycle of the OPEX contract
  • Lead tender review and bid clarification meetings
  • Extract and develop detailed BoQ and summaries from PDMS models
  • Manage governance to ensure robust cost estimates and benchmarks for the agreed contract scope of work and multiple subcontractors & suppliers are maintained
  • Support and advise on the definition of tender and estimating policies, procedures and standards required to support delivery of award winning bids
  • Provide estimating consultancy to the subcontracts and procurement department and guide them to obtain high quality estimates from subcontractors and suppliers
  • Support bench marking studies to compare estimates to internal and external metrics, including the interpretation of results
  • Participate in the development of OPEX estimate plans
  • Conduct Project and Operation visits as necessary to support future estimates
