Description
Reporting to the the Head of Asset Support, you are responsible for:
- Managing and leading the Pre-Operation activities (punch List/carry over works) Operations Services (upgrading/enhancement projects) and post operation services (demob/layup/disposal) from the end of operating period until complete disposal of the asset to ensure effective and continuous control of the asset
- Manage and develop the RLE Project Management Team (PMT) to ensure RLE project’s execution are completed on schedule, within budget, conform to statutory, class and relevant codes and requirements and standards, safe and fit for operational purpose in meeting client’s requirements
PRINCIPAL ACCOUNTABILITIES
Project Management:
- Review punch list/carry over works, scope of work, procedures and execution pan of post operation services provided under the Asset Support
- Manage and lead the execution work of the post operation services, administrate interface management between stakeholders in ensuring the projects are delivered on time and within budget
Project Execution:
- Manage the team in coordinating and supporting asset operations and asset integrity initiative on post operation activities in cost effective and safe manner, comply with the industry standards, requirement and contractual requirements
- Manage and monitor asset status, resource person for asset under transition matters for liaison within and 3rd party service providers
Project Risk Management:
- Manage and review project risks, recommendations, solutions or alternatives to mitigate project risk management issues such as in-situ repair, litigations, project budget over-run, project delivery, competencies and capabilities deficiency and safe accidents and incidents occurrence that may be faced during offshore activities, which may have an impact on cost, quality, and schedule amounting to Client’s dissatisfaction
Project and Tender:
- Strategize and lead technical and commercial tender team to ensure the tender process is properly conducted and in line with the Company’s procurement and tender exercise
Manuals and Procedures:
- Lead and develop the project manuals, scope of works (SOWs) procedures to ensure complance to construction industry best practices and to standardize the execution of work in line with project requirement
QHHSE:
- Execute the implementation of Corporate QHSSE policies, procedures and guidelines in post operation activities to safeguard and protect life, asset and environment
- Manage and closely monitor and supervise the offshore/onshore activities to meet the QHSSE requirements and project schedule
Budgeting:
- Lead, develop and monitor the utilization of the approved budget in order to minimize cost overrun and to avoid variation orders to the Client
- Review and control the budget variances between actual and budgeted in the effort to be a profit centre
Relationship Building:
- Establish and maintain good relationship with partners, customers, government authorities and agencies such as DOSH, DOE, Marine Department, Classification Societies to facilitate regulatory compliance requirements and other pertinent issues related to the asset services
KEY CHALLENGES
- Proposition of tailored solutions to suit charter client’s requirement without compromising asset’s uptime, production, safety and regulatory compliance
- Manage and execute projects within all the limitations of working offshore raises the challenges in identifying the requirements, budget, planning and implement it safely and with minimum production disruption
- Conversant with the relevant rules and regulations governing operations, reliability and management of the assets
- Ability to mobilize offshore in short notice
REQUIREMENTS
- At least 12 years of solid working experience in Marine, Oil & Gas industry with minimum of 6 years in shipbuilding or ship repair
- Bachelor Degree in Engineering discipline preferably in Naval Architecture or Marine Engineering or Mechanical Engineering
