Finland launches tenders for 3GW offshore wind projects

The Government of Finland is preparing to launch the tendering procedure for five offshore wind farm projects in public waters.

With a government resolution in place, the process of selecting the implementing partners for two offshore wind power projects is underway.

The competitive tendering procedures to be launched this year will concern the offshore wind power projects located off Närpiö named Edith and Ebba off Pyhäjoki and Raahe on the west coast of Finland. The implementation of the process for the other three areas will be confirmed in 2024.

The tendering process is estimated to take about a year. The decision on granting the right of use to the selected project partner will be made by the Government after the tender procedure.

The total planned capacity of the Edith and Ebba offshore wind power projects will be approximately 3,000 MW. The total investment value of the projects is estimated to be EUR 6–8bn ($6.5-8.7bn). Once completed, the projects are estimated to produce up to 14 TWh of clean electricity annually, which would currently cover more than 17% of Finland’s electricity consumption.

The partners selected through the competitive tendering process can purchase the rights for the offshore wind power projects, lease the offshore areas, and build the power plants. The tendering processes of the Edith and Ebba projects are scheduled to be completed in 2024.
