上海：中国政协委员会会员胡可一建议中央通过建立排放区域控制控制船舶排放。
胡可一，是中船旗下江南造船的首席工程师，他认为在中国主要港口的船舶排放，包括上海，青岛，大连和深圳，为周边带来了严重的排放问题。但是，由于高成本，船东对将其船舶转换为更环保的船舶持排斥态度。胡建议政府在自贸区附近和主要内河港口建立第一批排放控制区域。
“自贸区应该联手推动排放控制区域。”胡认为。
“当地政府应该提供一些补贴，这将帮助促进合这一进程。”胡表示。
